English does not require “up”. “...began to open to other nations” should be accepted as a correct answer.

why the "A SE" why not just "O Brasil começou a abrir para outras nacoes or even O Brasil começcou abrir para outras nacoes

From what I understand:

"começou a" = "began to"

"se abrir" = "open (itself)"

The se is a reflexive pronoun to specify what is being opened. In this case, se refers to Brazil. :)
