it is a literal translation, but that would not sound natural in Portuguese.
This looks like a present perfect, but it's really different from English. In Portuguese, this is used to express an habit, like "he has been winning (lately)".
Unfortunately, Duolingo let a lot of mistakes pass through the "present perfect" lesson, and that generated discussions like this:
