I think the best traduction for the proposed response: I am in charge of the book section, would be "Estoy a cargo de la sección de libros", "Yo soy el encargado", would be more like "I'm the manager" or "I'm the attendant" anyway the spanish sentence looks like you need to put a subject in the translation. I am responsible for the book section can be translated as "Yo soy el responsable de la sección de libros" but it has a similar semantic with the "in charge" propossed solution
