What's the difference between й and ї in Ukrainian?
To my current perception the latter sounds like "йi".
That's exactly how it should sound! Letter ї corresponds to two sounds: й+і. The difference between ї and other similar letters (я, ю, є) is that it never "loses" its "й". So before ї there always should be either a vowel or an apostrophe

Shouldn't "мільярд" be enough for "one billion" since it is just one? Here it requires "один мільярд". Worth reporting? Or is "мільярд" some kind of exception?

I always hit "can't speak now". It's a known, long-term issue, specifically with numbers.
