helt qualifies ville here and thus takes adverbial form, just like completely does

I thought that "finnes det" was an acceptable translation for "there are." Not here though?

If you were to begin the sentence with "finnes," it would be asking a question. You must begin the statement with "det" in order for it to translate well.
