Can some one explain why when the adjective is "hele" the sentence doesn't take "den" to start? I would expect the translation of this sentence to be "Den hele byen brant ned"

"Hel" and "halv" are strong and independent adjectives, which need no definite article.
They're an exception to the rule. :)
