Both "sa saotharlann" and "sa tsaotharlann" are given as correct. I would think that the "t" is required based on the following from Cruinnscríobh?

5.3.3 Maidir le hainmfhocail bhaininscneacha a thosaíonn ar s + guta nó ar sl-, sn-, sr-, cuirtear t roimh ainmfhocail atá baininscneach i ndiaidh na réamhfhocal atá liostaithe thuas in 5.3.2. Firinscneach Baininscneach [...] sa seans sa tSín

In the Caighdeán, sa tsaotharlann is the correct form; I think that that came from Connacht Irish. Sa saotharlann might be the usual form in the other dialects.

In Munster it's sa saotharlann, without t- prefix. Not sure about Ulster.
