No. You can not say "peppern". You just add EN on the pepper. So the correct form would be pepperEN. ;)
i guess "has she the pepper?" does kind of make sense, im pretty sure that is correct in Old English grammar which was influenced by scandinavian (north germanic) languages.
Im confuse about whether what will be first. Is it har then hun or hun then har. Sometimes I see examples were it begins with hun then har.
