"Ich bin mir sicher"

Why is dative used in this case? What is the difference to "Ich bin sicher"?

If you want to say "I am sure" you can use both.

Without the "mir" it can also mean "I am safe" though, so it might be ambiguous.

Ich bin mir sicher = I am sure

Ich bin sicher = I am sure / I am safe

Thank you very much. As Roman has already stated, it is the flag of Ireland. The Hindi course is not ready yet.
