Adj before noun of after?

I am getting confused about the order of adjs and nouns here. Some adjs are before the noun(una nueva frontera) but some after(un perro negro). Are there some kind of rules here or is it just conventional which we have to remember like masculine or feminine nouns? Or both are OK?

Typically, the adjective is after the noun; however, if there is extra emphasis being placed on the adjective, then it comes before the noun. Like, if you wanted your friends who just came over to know you got a new black cat, then you would say "gato negro," but if you really wanted them to know it's the black one and not the white one, then you would say "negro gato."
