I'm guessing it is a phrase that you might use in a situation like:

you: "She is really late!" me: "She did break her leg and it snowed 100cm last night" you: "there is that..."

but I'm not positive, just guessing

"Il y a" means "there is" or "there are" or if u speak German "es gibt" :) "ça" means "this" "that" "it".
