'kutter' is rarely used for cutting something. It's used if you're cutting costs or have accidentally cut yourself.

And when do you use "skjære"?

Not 100% sure, but I think I learnt elsewhere that skjære is more about cutting with a knife (I remember it as the English 'shear') and klippe more for scissors.
