Similar to UK, US, Canada, Australia and much of Europe, the Dutch lawmaking system is bicameral, that is, it has a an upper house ("Eerste Kamer") and a lower house ("Tweede Kamer"). The Tweede Kamer are the directly elected representatives who propose new laws. The Eerste Kamer members are appointed and review the quality of the laws proposed by the Tweede Kamer.
The Tweede Kamer was put in place by King William I in 1815. Both houses meet in the Binnenhof in Den Haag.
Correction, members of the Eerste Kamer are not appointed. They are elected by the members of the Provinciale Staten of all 12 provinces (members of the Provinciale Staten are directly elected representatives).
