Could someone break down this sentence please?

My uncle - onkelen min/min onkel

Rents out - leier ut

His house - huset sitt

By the coast - ved kysten

Why "leier ut" and not just "leier"?

Leier would imply the uncle is renting the house FROM someone else - leier ut implies he rents it TO someone
