Is "Sometimes more near" improper English? I feel like I should report this but I'm not sure.

Correct English would be "sometimes nearer".

Couldn't "plus pres" (more near) also be "plus pret" (more ready)?

I think so, as they both sound the same (près vs prêt). Depends on the context which one someone means.
