both are correct, because "women's hats" can also refer to the type of hat (kadın şapkaları) or to some hats owned by some women (kadınların şapkaları)

It seems to me that 'kadının şapkaları pahalı'='the woman's hats are expensive', is correct. The 'ın' is missing in kadın. 'Kadınların şapkaları pahalı', is the correct translation for 'the women's hats are expensive'. Neither of the Duolingo statements are in empathy.
