Ich auch... I've got to the end of all the lessons, but it still says I'm only 54% fluent and asks me to tackle level 13. I don't understand.

Levels are based on accumulated XP. As you'll soon find out (if you haven't already), Duo will offer that you strengthen those lessons that it finds you've not practised recently. As you keep up with those, you'll continue to add XP, and continue to rise in level. Levels max out at 25, and the amount of XP needed to get to each level is higher than the last, so you've got your work cut out for you! (It took me a looooong time to get to level 25....)
