when u usual speal or asl smth to unknown person, u use polite form
Yes, but note the English, "is Dad already here?". With "Dad" capitalized, it's easy to imagine this conversation between two siblings, who would certainly not say "извините".
Even if we run with your assumption, извините is not out of the question here. One can be addressing a group of familiar people and still use извините, right?

I can't use отец?
The use of "папа" vs. "отец" in Russian is roughly equivalent of the use of "dad" vs. "father" in English. Would you always use these interchangeably or is there something that would lead you to prefer one over the other?
