For me, "I could not" doesn't seem to work as a conditional, but only as a past tense. I'd say "I would not be able to" for "mi ne povus" - even though "I could" works as both "mi povis" and "mi povus".

"I could neither laugh nor cry" seems perfectly a reasonable translation IMO.
