does "ağır ağır" have the implication of difficulty, since literally it means 'heavy heavy'? in contrast to "yavaş yavaş", literally 'slow slow', which only implies slow momentum?

yes. I think ağır ağır connotes laboriousness. {Türkçe'yi ağır ağır öğreniyorum} ( it's fun and addictive actually xd :)
