I would happily build up a Hungarian course tree from scratch, and also could have a team for the work to be finished in a few months. My girlfriend could test it as she speaks Hungarian on a B2 level. I have a BA degree in teaching Hungarian as a foreign language, and by next year I will have an MA diploma too. Since 2012 I've been teaching foreign people, and also met many bad and a few great Hungarian course books, so I have an idea what it takes to make someone a B1 Hungarian speaker. Many books try teaching grammar only, but I think conversational skills are the most important since you learn a living language to communicate. For this you don't need 5000 words to know, I'm sure.

Do I have any chance whatsoever to start making the course?

You have to apply in the incubator if you want to contribute to the course. There's no way Duolingo is scrapping the current course and allowing you to build a new one on your own.

Good points!

If you want to go on a teaching website and build a course from scratch teaching something when someone else is already building a course teaching the same thing, http://www.memrise.com/ lets you do exactly that.

For example, Memrise doesn't have one Spanish for English speakers course. It has dozens of Spanish for English speakers courses.

I have a few courses made on memrise, but since the owners degraded the search options, people barely find my courses.

Memrise is on the wrong way since 2 years now. They implement such changes which are loathed by the users.
