If you use 'av', it sounds like everyone in the city have joined in making the map.

Between you and Rekov, now this makes sense. Thank you!

You would use 'av' if you wanted to describe the physical material the map is made of. For eksempel et kart av papir.

If one had to ask 'Does this map cover the city?', you'd say 'Er kartet ditte over hele byen?'?

"Er dette et kart som dekker hele byen?" or "Er dette et kart over hele byen?"
