Translation:He is going to Moscow for the fourth time.
"He goes to Moscow for the fourth time" should have been acceptable as well.
Because he's very unlikely to go to Moscow on foot. (Unless he's Lomonosov, of course.)
A 18th-century scientist and poet who went from his village to Moscow on foot to study. He founded probably the most important university in Russia, Moscow State University, and it's now named in his honour. He's pretty famous around here.
