I think it enables the community to remove threads that are irrelevant or worse. But it also allows teen troll brigades to down-vote everything with words on it. But the rest of us usually compensate for that with up-votes, lingots, and ponies.

I think I get what you mean. You'll cope with down votes because people will be able to downvote negative or rude comments, etc. But you don't want negative votes, as in the negative amount of downvotes, right? This is allowed, because when discussions or comments are, well, rude or perhaps spammy, they can be hidden and not clog up the discussion forums/comments. Hope this helps! :D

To filter spam / useless message, high downvote of irrelavant message will auto hide and reduce the messy of the discussion board.

Conversely, highest upvote message will be top and outstanding, upvote message mostly is the best answer for the query in those language discussion board, good for the learner immediately gain knowledge.

A negative vote is a down vote. 0+ (-1) = -1. This is basic math.

So pointless. trivial, mean spirited posts can be eliminated. If a person sticks to language learning and makes relevant comments, they will rarely get a downvote. If you don't like downvotes, don't do it. If one is getting downvotes, there is probably a reason, often a good reason.
