Have the same problem with "in this street there are always many cars", not accepted. We say "in" and not "on" often in England. You'd say "on this road" but "in this street".
"On this street there always are a lot of cars" should be valid too
There always are a lot of cars on this street is the same as There are always a lot of cars on this street. The first one (my translation) is even a little more eloquent.
