It's the standard way all wine was drunk in ancient times. If you said vinum in Latin, you meant watered wine. If you wanted it neat, you had to ask for a cup of merum ("pure").
I'll remember this in case I ever have to ask for wine in Latin...

In Hungary we call it "fröccs" :) even if we drink it with cola instead of water.
'Fröccs' is white wine mixed with mineral water, red wine mixed with cola is 'vörösboroskóla' or vbk :D

In Germany, at least here in the South, it's a Weinschorle. You mix the wine with sparkling water ("Sprudel") or lemonade ("süßer Sprudel"). So if you ask for a "süße Rotweinschorle" you get red wine mixed with lemonade
