The photos at the beginning of this exercise show boats and definitely not ships. Does Russian not distinguish between ships and boats? Or is that just by chance?

They do. A boat in Russian is a лодка. The more general term for vessel is судно. Ships =/= boats.

Colloquially, boats and ships are the same thing in English, to the average non-sailor anyway.
