Would it be wrong to write 'De bare ikke snakker'? Any other way to write the first bit?

"De snakker bare ikke" could work, but that would be closer to "They just don't talk"

Verb should be at the second position in either case.

"De ikke bare snakker, men handler."

This could perhaps be accepted as a good translation.

Thanks. I put: "De ikke bare snakker,...", not accepted, but good to know my intuition was ok.

Been a while since I saw handler but isn't it 'is' usually? What other uses does handler have?
