Why/When french nouns come before verbs.

can anyone explain to me why this happens?

Are you referring to something like "Il nous aime"? This is legal as in French the giver and the receiver both come before the verb, something that us native English speakers may have issues with because we may literally translate that as "He us love" but it's really "He loves us".

Nouns (subjects) could be placed before verbs in 1) questions: As-tu un stylo? 2) in impératif Donnes-moi ton stylo? 3) maybe, there are other cases

no, those are the only 2 cases. in questions that's the informal way to ask and for imperatives you always have to do it.
