Would 'hvor som helst over regnbuen' be accepted?

That would be the translation of "Anywhere over the rainbow".

Does the same apply to "noensteds"?

So et sted means "somewhere" as well as just "a place"? It really sounds like noen should be involved, to my unschooled ears. Is there a phrase "noen sted"/"noen stedet"at all?
