What is the difference between ziemlich and eher?

They both appear to mean the same thing, just wondering how the usage is different.

I think, ziemlich is used with adjectives only, like ziemlich schnell, ziemlich realistisch, ziemlich unwahrscheinlich, whereas eher comes with different word categories. It reminds me of the use of the English word rather: Er wuerde eher in der Hoelle rosten als .... Biergaerten findet man eher in Muenchen (als in... Hamburg.) Eher always seems to imply a comparison.

@Baiwei: Duden gives: 'Alles verlief ziemlich nach Wunsch'. In this case 'ziemlich' is not used with an adjective. In 'Das ist eine eher unkritische Situation', 'das ist eher selten' no direct comparison is implied. But I agree that the usages you mentioned for both words are the more frequent ones.

I would say that comparison IS implied in your examples. 'Das ist eine eher unkritische Situation' = "that is a rather/relatively uncritical Situation" (compared to other situations). 'das ist eher selten'= 'that is rather/relatively rare" (compared to other things - there are thing more frequent than the one you are talking about).
