Is there a distinct difference between "Who reads the book?" and "Who is reading the book?" in Gaelige? So many European languages seem to not differentiate the two.

"Who reads the book?" - Cé a léann an leabhar?
"Who is reading the book?" - Cé atá ag léamh an leabhair?

Yes, there is. This sentence above conveys a habitual sense.

Read it as "Who is it that reads the book?" - the "a" is the "that".
