"kto jest szefem polskiego rządu" and "kto jest polskim szefem rządu" should be accepted

I would vote against it. There is no word government in the sentence, there is Poland but not Polish, and we would lose the translation of Prime Minister.

Besides, "kto jest polskim szefem rządu" suggests that there are some other nationals as bosses in the government.
