Downvote count is not correct, or at least hard to understand

I received two downvotes yesterday, and decided to check why. To my surprise the sentences that were downvoted showed ZERO on Looks Wrong. So if nobody clicked Looks Wrong, where did the downvotes come from? I think the downvoting is a very frustrating system in itself, but if it does not count correctly it is unfair as well.

Maybe they retracted the downvote but the tier system kept counting it anyway? Not sure if that's intended behavior. Might want to move this to the troubleshooting section (click "Edit").

I moved it to Troubleshooting. I actually found this problem on multiple sentences.
