I could imagine that you are thinking of King Lear, 5/3, in which Edmund says, 'The wheel has come full circle.' However, in Dutch translations, this is 'Het rad der fortuin heeft zich gekeerd.' or 'Het rad is helemaal rond.' or 'Het rad is omgewenteld.'
