Допоможіть! - Sentence Analysis

I have a problem comprehending this sentence:

''Ця мжичка, і ця Нева, з якої тягне холодом, неначе з льоху, хіба уже одному тут вкоротили віку...''

I understand somewhat the meaning of it, yet I am unable to see why it is constructed as shown. Especially the last part of the sentence baffles me,

''...хіба уже одному тут вкоротили віку...''

where одному (один) is in ''давальний відмінок'', and віку (вік) is in ''родовий відмінок''. Can someone elaborate the grammatics underlying this sentence for me? Perhaps it is not complete, merely poetically expressed?

This sentence is a rhetorical question:

"...хіба уже одному тут вкоротили віку..." = "...did they [the drizzle and the Neva River] here shorten age [kill] of only one man..."

"Вкоротити віку" ("cause the death", literally "shorten age [life expectancy]") is a fixed phrase, where "віку" actually is poetically expressed Accusative (знахідний відмінок) of "вік", while the regular form should be simply "вік". If you google "вкоротити віку" and "вкоротити вік", you would see that the first is much more popular.

I found it in one of my mother's books (she is in fact Ukrainian). It's Терновий Світ by Василь Шервчук. I agree that is it quite complicated for my level of expertise. I try to read a couple of pages a day but even that takes considerable amount of time and effort.

Can you recommend any book for me perhaps?
