What does "ja wohl"add to the sentence?

I tried "Otherwise he would hardly represent her well," but got the big red X. Is "wohl" not acceptably translated to "well" here? (I'm assuming the "ja" adds emphasis?)

Maybe "Ja wohl" with "kaum" is a fixed costruction that means "hardly"??? Sorry if I'm wrong. I'm neither a native german speaker nor a native english speaker.
