I notice that the y to ies rule doesn't work in German

Yes, exactly :). Until the spelling reform in 1996, both "Babies" and "Babys" were possible plural forms in German. Now all loan words from English that end in -y have to be spelled with "-ys" in the plural. The English plural form is no longer possible in German, so it's "Babys", "Ladys", etc.
