It would should better to say "He received an education in Ukraine" or, even better, "He received his education in Ukraine".

Would "he obtained" be a mistranslation?

"Obtain" just doesn't go with education. It goes with information, permission, evidence, etc.

There's a mistake with using words in Ukrainian. You can say by this way and everyone will understand you, but if you want to use "the right way" of speaking, than you need to say "Він здобув вищу освіту в Україні". Cause in Ukrainian we don't "receive" education, we "obtain" it.

The way this would be said in England is ' He was educated in Ukraine'.
