I have a question-- I recently started German here on duolingo, but I've been using the Italian program for over a year. I've only done 10 out of 110 skills on my German tree, and am thus 10% done - but my fluency is 20%. In comparison, on my Italian tree, I've done 65/70 skills, and am thus 92% done - but my fluency is 56%. Why is this so? Does anyone else have a similar situation?

The Fluency Percentage is not accurate at all. It's max % is 50-60%. Me, I'm at 52% and I've competent finished me tree. ;)
If we consider any random articles in English, you will find the usage of words like in, at, on, a, an, the, etc. much more than say words like nucleus or current. The first set of words are generally learnt in the early skills while the later may be learnt from specific skills towards the later half of the tree. Thus, the fluency score increase will be much more towards the beginning of the tree compare to the later half. In the initial half, there may be a few skills which can contribute to increments in several percentage points (say 5% or more) while towards the later half, each skill may add to the score in decimal points (say 0.01%).
I have observed my fleuncy % going up & up, then suddenly drop down a few percentage points even though I have continued progressing through my tree. I think it is not only a measure of progress through the language tree but also reflects my rate of accuracy along the way. Also, I once read it only goes up to 60% maximum.
