On the other hand if you said "Akşam yemeği ne zaman?", it would be grammatically correct.

Yet it is still NOT literal translation of "akşam yemeği saat kaçta". "Akşam yemeği ne zaman" is "when is the dinner?"

Nope, if you ask "saat kaçta" you will get an exact time (much like saying "what time" in English. If you ask "ne zaman," you will get a general answer such as 'this evening (much like the English "when")
