Hey, Duolingo. I just reported the same thing that people have been reporting and commenting about for two years: "Извините" can be "excuse me" OR "sorry". Извините, Duolingo. Why don't you fix this? When Lenin asked "Что Делать?", he must have been struggling with a Duolingo lesson.

There is no context to this. If someone asked me for a pencil, "sorry, I don't have a pencil" would work. But if someone told me to take a test or fill out a form, I would say "excuse me, I don't have a pencil."
Wiktionary says it means both, Excuse me and Sorry.
