So is "s'mae" an abbreviation of 'shwmae'?

Shwmae is more a written way of how a south walian would say it. The base phrase is "Sut mae hi"(How is it). This is then shortened in speech with south walians pronouncing "Sut" as "Shwt" and north walians as "Sit" so in the south it became "Shwmae" and in the north it became "S'mae".
