The Tips and Notes are only available on the Duolingo website. If you are using one of the 3 different Duolingo Apps (Android on phones and tablets, iOS on iPhones and iPads, Windows on phones, tablets and desktops), you will have to log onto the website to see the Tips Notes.

There are a couple of things to try. Use a different web browser - I doubt that will make any difference, but it's always the first thing you should try when you encounter unexpected behaviour on a website.

Then create a new user account, and see if it has the same problem. Unfortunately, that's not a solution because that new user won't be able to see Tips & Notes on Skills that are still locked, so unless your Irish is good enough to Test Out at a high level, you probably won't be able to see any Tips & Notes for the levels that you have reached with your current username.

I really don't have any suggestions beyond that - just hope that the A/B test ends (in failure) as soon as possible, and they re-instate Tips & Notes for everybody. You might want to post a discussion on the Troubleshooting thread to see if anyone there has more insight into this issue, but as a general rule, A/B tests are blind - us users can only speculate about them, there isn't usually an announcement with a clearly stated purpose and timeframe.

I thought that read something about an A/B test blocking access to Tip & Notes (an absolutely crazy idea in my opinion, but given that the vast majority of Duolingo users use an app rather than the website, and the Tips & Notes aren't available on the apps, it apparently makes sense to someone).

An A/B test is where they make a change for a random subset of users, and see if those users get a materially different result than other users. I hope that this test fails dismally - the Tips & Notes on the Irish course are quite good (better than on a number of other languages, I've heard).

Do you use any kind of JavaScript blocker in your browser?

No I don't. I have even tried using another account, computer and 3 different browsers. It seems that newly created accounts don't have the tip and notes feature for some reason. :/

Then it seems as though the A/B test that Knocksedan mentioned above must be the source of the issue.
