The sentence "He likes drinking beer" would translate as "Hij drinkt bier graag", wouldn't it? So why isn't "liever" at the end of the sentence as well?

"Hij drinkt bier graag", is wrong and should be 'hij drinkt graag bier'. It is : 'hij drinkt liever bier' and 'hij drinkt liever bier dan water'
