I translated this as Willem heeft een paar slechte investeringen maakten. When I hover over the word "made", "maakten" was given as an option. Why should I have used "gedaan" ?

It's a fixed set: 'investeringen doen'.

As for 'maakten', it is the simple past, which you don't use with 'hebben'. You should say 'hebben [...] gemaakt'.
