Hello there! I was wondering how that statement in the subject translates to "...the minimum threshold to receive a share..." or something to that effect.

I Massachusetts (place adverb) ligger (verb) gränsen (subject)....
The literal translation would be "In Massachusetts (adverb), the limit (subject) to share/split the delegates lies (verb) at five percent." But that sentence sounds unnatural in English, so they translated "the limit" with a more descriptive "the minimum threshold" and changed the active "to share" with a passive "to receive a share."
