Why "des" and not "de" ?

http://french.about.com/od/grammar/a/de-vs-du-de-la-des_2.htm

This says "When the plural indefinite or partitive article is used with an adjective that precedes a noun, des changes to de"

exactly i also knew this rule...why is it "des"?

Pour quoi "petits poissons" pas "poissons petits"?

https://www.duolingo.com/profile/orzechod

adjectives which describe beauty, age, and size are usually placed before the noun and not after.

Didn't they have this exact construction earlier, and putting 'des' was incorrect? I thought I'd learnt my lesson so I used 'de,' which is apparently incorrect this time.

why can't it be singular? "Nous avons du petit poisson"

Because then the English version would have to be "We have a small fish."
