Why "des" and not "de" ?

http://french.about.com/od/grammar/a/de-vs-du-de-la-des_2.htm

This says "When the plural indefinite or partitive article is used with an adjective that precedes a noun, des changes to de"

adjectives which describe beauty, age, and size are usually placed before the noun and not after.

Didn't they have this exact construction earlier, and putting 'des' was incorrect? I thought I'd learnt my lesson so I used 'de,' which is apparently incorrect this time.

Because then the English version would have to be "We have a small fish."
