Duolingo asked me how you say, "Hello" on the phone in Russian, and I wrote, "Слушаю." Duo says I'm wrong, that the correct answer is "Алло." But I've heard native Russian speakers answer the phone with "Слушаю"! Is Duo wrong, or is it me?

You are not wrong at all, and neither is Duolingo :) "слушаю" is simply another way of answering the phone. Duolingo teaches you "алло" which is also correct, it is just up to you really. Some people say "да?" or "говорите" it's all personal choice :)

It could be the literal meaning of the words. I know that Google translate isn't a great tool, but I just plugged "Слушаю" in there and it gave me "Listening". Maybe native Russian speakers answer with "Слушаю" to let others know they are listening.

"Слушаю" is just another option of saying hello on the phone. I personally always say "да?" when answering the phone. It's all the same, really.

People do say that, as many said before, but I just wanted to add that Алло is most neutral variant, and it's better to use it for it will suit any situation. Слушаю is somewhat less polite, it is kind of demanding and putting yourself above the person calling. In business/office environment you should not answer the phone with слушаю unless you are a big boss and want to show it to anyone daring to disturb you.

Hello. If Duo says hello, you need say Алло. We can say Слушаю instead Алло, but it means rather Listerning. You can say in USA: "I listen to you" on the phone?

I usually say "да" instead of "алло" when I'm answering the phone, but most people say "алло"

Once it was the ship's slang ("shipboard argot" in English?)

Термин «Алло» употреблялся на корабле и означал «слушай!». Его кричали в рупор на другой корабль с тем, чтобы начать разговор (Толковый словарь живого великорусского языка В.И. Даля, 1863-1866 гг. ).

Russians usually say 'Алло' when answering the phone. Pronunciation of the stressed vowel 'o' is like 'o' or 'yo'

As here: https://www.youtube.com/watch?v=EKmBS9leBxk

"Слушаю" or "Я слушаю" is less common but more formal than Алло

They also say "Да?"
