Is "y" necessary in this sentence or could it be omitted?

Best to leave it in, although it is not always heard in speech..

(And the sentence should read Buon ni yng Nghymru'r llynedd with 'r rather than y.)

As it starts an adverbial phrase the contraction of y isn't mandatory or necessarily better.
